The mystery of roadworks

I don't understand it. Transit NZ (I presume they're the ones who muck around with the roads...) close off the William Pickering Drive exit from the North Harbour Estate (which is the way I come home from the supermarket). This channels all the traffic out through one exit - onto the Old Albany Highway. As soon as that is done, they immediately begin digging up the Old Albany Highway. Like, major reconstruction. Call me crazy, but am I the only one that thinks it would have been more sensible to close off the WP Drive exit AFTER the digging up of OAH was finished?
